Why is it sometimes difficult to make decisions involving economic development and the environment?

Sometimes making decisions with the environment paired with economic development is hard because one decision may create detrimental effects to the other. The usual set up of an economic development for example is urbanization, in which, when not planned strategically, may destroy the environment.
