Since, the boulder is at rest. This means that there is an equilibrium of forces acting on the boulder.

According to principle of equilibrium of forces a body can be in position of rest only when net force acting on body is zero for translation equilibrium and net moment acting on the body must also be zero for rotational equilibrium.

Therefore, net forces and net moment acting on the boulder is zero.
