The two major reforms urged by the Durham report were that Upper and Lower Canada should be reunited and he encouraged British immigration to Canada. The main reason for the immigration would be that the French Canadians should be outnumbered, because he believed their religion and culture was not as progressive as the British ideology at the time and felt that their culture was undermining British Canadian economic prospects in the country.
